2013 Emmys Red Carpet Report Card See which celebs dressed to impress at the 65th Primetime Emmy Awards.

Sofia Vergara Grade: A As usual, the "Modern Family" siren — nominated for Supporting Actress in a Comedy Series — brought the va-va-voom in a Vera Wang gown and $7 million worth of Lorraine Schwartz jewelry.

Julianne Hough Grade: D The typically stylish actress/singer/dancer wore a sheer Jenny Packham dress that left us scratching our heads. But perhaps she was more focused on trying to avoid her ex, Ryan Seacrest, on the red carpet, than her Emmy gown.
Julianne Hough

Paula Abdul Grade: F Was the former "American Idol" judge trying to dress like an Emmy statuette? This look was just "straight up" bad.

Julia Louis-Dreyfus Grade: A The Lead Actress in a Comedy Series winner for "Veep" was also a winner on the red carpet thanks to her sparkling strapless Monique Lhuillier creation.

Heidi Klum Grade: B The supermodel definitely knows how to turn heads on the red carpet, and she certainly did in this sequined pomegranate Versace number. Though she had trouble getting out of her car upon arrival because of her constricting gown, Klum said she loved her dress. "I chose it because it is hard and body fitting, and not too revealing either."

Zooey Deschanel Grade: C Who's that girl? The "New Girl" star wore an icy blue J. Mendel dress that could've appeared on the Emmys red carpet 20 years ago. We think Deschanel, with her pretty hair and makeup, could have done better.

Kerry Washington Grade: B+ The "Scandal" star's ethereal Marchesa gown, which she wore with wavy tresses, has already proven to be one of the more divisive fashion choices for this year's Emmys. Do you think it's beautiful or bizarre?

Surprise, All You Naysayers: Miley Cyrus Really Can Sing

Photo: Mark Davis

Say the name "Miley Cyrus" and what comes to mind? If you're like 99% of most people, it's probably "tongues" or "twerk" or "teddy bears." The young pop singer, who has come under fire for her increasingly wanton public performances -- which peaked with her infamous 2013 VMAs appearance and hasn't abated with her nudity-inclusive video for latest single "Wrecking Ball" -- has unfortunately covered up something that has been woefully ignored in the wake of all the chatter about her antics.
That is: The girl has serious talent.
Cyrus seemed on a mission to prove this Saturday night at the 2013 iHeartRadio Music Festival. Sure, she did choose to show up in an eyebrow-raising see-through outfit which revealed most of her figure, consisting of a white fishnet minidress, black pasties, and what appeared to be black-and-white bikini bottoms underneath. And she did greenlight a stage set with rainbows, mushrooms, and dancing little people. Oh yes, and she sang into a banana-shaped microphone.
However, aside from those details, the singer's most shocking move was her admirably restrained set. This included the surprise inclusion of "Look What They've Done to My Song," a 1972 Melanie Safka tune she covered last year as part of a "Backyard Sessions" project filmed without much fanfare or promotion, as well as a jaw-dropping, emotion-packed, and banana-mic-free delivery of "Wrecking Ball."
Reaction from viewers at Las Vegas's MGM Grand Garden Arena proved aghast at the singer's talent, while Twitter exploded with a mixed bag of comments -- some discussing the revealing outfit, but many praising her heartfelt delivery.

Bruce Jenner: I Have Skin Cancer

Bruce Jenner (AKM-GSI)

For all the crazy rumors about the cast of "Keeping Up With the Kardashians" there are out there, this is definitely not one of them.
Bruce Jenner, who raised eyebrows when he was spotted wearing a bandage on his nose Tuesday, has revealed that he's recovering from skin cancer.
."I was diagnosed with a form of Melanoma called Basal cell carcinoma and have undergone Mohs surgery to remove it," the 63-year-old former track and field Olympian told E! News. "I have been struggling with this for several years and appreciate all of the support and prayers while I continue to fight the battle against skin cancer"
The avid golfer added that, "This has taught me to be extra vigilant when out in the sun and I encourage others to get regular checkups and always wear sunscreen."
Jenner also underwent surgery in January 2012 to remove a cancerous legion from his cheek.
Thankfully, someone described as a "Jenner family source" tells the reality fam's home network that Jenner has been given an excellent prognosis.
At least he'll have plenty of people around to lend a hand while he's on the mend!

Kim Kardashian Shows Off Casual Look; James Deen Talks Farrah Abraham Drama

Kim Kardashian Shows Off Casual Look; James Deen Talks Farrah Abraham Drama: Today's Top Stories

Kim Kardashian steps out looking more laid-back and casual than ever. Plus, James Deenopens up to Playboy about the "drama train" that hit after he shot a porno with Farrah Abraham: See Us Weekly's top stories from Friday, Sept. 20, in the daily roundup.
Kim Kardashian's post-baby evolution continues. Over three months after the premature birth of daughter North West, the suddenly scarce reality star, 32, made another rare, low-key outing in Los Angeles on Wednesday, Sept. 18. Heading into City Hall with her assistant, the first-time mom kept things supremely casual in a loose gray t-shirt, an open denim button-down and baggy grey combat pants.
James Deen got a little more than he bargained for when he signed up to shoot a porno withTeen Mom 2 alum Farrah Abraham. The adult film star, 27, actually turned down the offer initially but later agreed to do it as long as it didn't turn into a media circus -- which of course it did.
It's only a matter of time now. Khloe Kardashian and Lamar Odom have been estranged for weeks now, and sources say it's more a question of when, rather than if, the couple will announce a formal split. As revealed in the Sept. 30 issue of Us Weekly, the spouses of nearly four years no longer speak and are basically living separate lives at this point.

LeBron James’ Wedding Weekend

Lebron James Wedding Weekend

Basketball living legend LeBron James married his high school sweetheart over the weekend in lavish style and perfect privacy. While the NBA star had a strict no phone policy, he sure didn't restrict much when it came to the weekend's food or entertainment.

The weekend wedding at The Grand Del Marwas reportedly kicked off with a "welcome barbecue" and ended with a "farewell brunch." The details surrounding the festivities are scant, due to the couple holding guests to a very strict privacy policy, but The Village Mill Bread Company, a local vendor near the wedding site, reportedly told Fox affiliate KSWB that someone ordered 500 loaves of brioche from them to be delivered Saturday, but didn't confirm it was for the wedding.

Popstar Gomez cancels Russia shows over 'anti-gay' visa woes

US singer Selena Gomez performs on stage in Frankfurt am Main, western Germany on September 14, 2013

US teen idol Selena Gomez has cancelled two shows in Russia because she failed to obtain a visa under new rules introduced after stars such as Madonna used concerts to promote gay rights.
Gomez has cancelled concerts planned in St. Petersburg and Moscow for Monday and Wednesday because delays meant she would not receive her visa in time, organisers said.
"Up to the last moment, we thought the problem would be resolved, but it turned out that things aren't so simple in our country," a representative of the concert's organisers, Russian Entertainment Academy, told the RIA-Novosti news agency.
Russia introduced stricter visa rules for pop stars arriving on tour after US stars Madonna and Lady Gaga used their concerts to make strong statements backing gay rights.
Gomez, 21, who was a child star in Disney films and television shows before becoming a pop singer, this year reportedly attended the Los Angeles gay pride festival.
The tightening of the visa regime for pop stars came after complaints from an outspoken Russian lawmaker, Vitaly Milonov.
Milonov was also one of the key backers of a new law banning promotion of homosexuality to minors, which has prompted international outrage and criticism from stars such as openly gay British actor Stephen Fry.
President Vladimir Putin in June signed the law, which activists say can be used to ban any gay-themed event.
Milonov asked prosecutors to investigate the visa rules for foreign stars giving concerts after Madonna handed out pink ribbons symbolising gay rights and Lady Gaga told fans "You can be gay in my house" at shows in Russia last year.
Until recently, stars on tour received visas from the Russian culture ministry in a simplified procedure.
Russia then outlawed the practice, leading to confusion and wrangles between concert producers and the migration service.
After a period of confusion in which it was not clear what type of visas performers could apply for, one of the producers of Gomez's concert, Andrei Agapov, told Business FM radio it was agreed she could apply for a business visa.
However by then it was too late for the singer to get her paperwork in order.
Milonov denied any responsibility for the cancellation of Gomez's concerts, however. He told Business FM radio that he "would also have liked to go" to her show.

Kanye West and Jay-Z Announce Tour Dates

File of U.S. singer Beyonce and her husband rapper Jay-Z walk as they leave their Hotel in Havana

No wonder their vacations with Blue Ivy look so luxe! Beyonce and Jay Z earned more than any other celebrity couple this past year; topping Forbes' annual list of highest-earning star pairs, the singer, 32, and the rapper, 43, earned a combined $95 million between June 2012 and June 2013, the magazine reports.
Calling the spouses of five years (and parents to daughter Blue, 20 months) "the savviest businesspeople in entertainment," Forbes cites both Beyonce and Jay Z's still-strong presence in music and concert tours: Jay Z commanded $1.4 million per night for his American tour, while Beyonce's Mrs. Carter Show World tour garners an average $2 million per night. The pair also make bank through other channels: Jay Z represents major athletes in his new Roc Nation Sports agency and he holds a stake in Brooklyn's Barclays Center (though, like his ownership of the Brooklyn Nets, Jay is expect to dump his shares). Beyonce, meanwhile, has a successful fragrance collection, the House of Dereon clothing line and lucrative endorsements with Pepsi and other brands.
Landing in the second spot on Forbes list, with a combined take of $80 million, are Tom Bradyand wife Gisele Bundchen; the New England Patriots quarterback and Brazilian supermodel earn staggering paychecks for their day jobs, with impressive endorsements as well.
This time, Brangelina will have to make do with landing in third. Brad Pitt and Angelina Jolie made a combined $50 million. Forbes points out that, unlike other duos on the list, Pitt, 49, and fiancee Jolie, 38, do not have larger businesses beyond their film work.

LAS VEGAS (AP) — Miley Cyrus can't stop.
The pop singer was a crowd favorite at the iHeartRadio music festival day event Saturday inLas Vegas. Before she hit the stage, the crowd of a few hundred chanted: "Miley! Miley! Miley!"
The 20-year-old emerged onstage in all white, wearing a tight corset and high wasted shorts that revealed some of her backside.
Her four-song set opened with the anthemic "We Can't Stop," where people onstage were dressed in flower, mushroom and rainbow costumes. She gyrated and slapped a dwarf-sized dancer's butt onstage. She followed the colorful performance with "Party In the USA."
But it was her emotional rendition of "Wrecking Ball" that was her set's highlight. Cyrus' mascara was running as she left the stage after the song and the performance comes days after she announced she was no longer engaged to actor Liam Hemsworth. She thanked the audience for helping the song top the Billboard Hot 100 chart this week.
"I couldn't have done it without all you guys," she said.
Cyrus broke a record with the debut of the song's provocative video, which features her in the nude. It became the fastest music video to reach 100 million views on VEVO.
The wild child singer said she knows "things I'm doing that's getting me into trouble and it's just me doing what my heart and soul is telling me what to do."
Everything she's done is "inspired by the music," she said.
Cyrus, who will release her new album "Bangerz" next month, also sang a new song called "Look at What They've Done to My Song." The guitar tune featured lyrics like "They think I'm half insane" and "I wish I could find a book to live in."

Soros weds consultant at his New York estate for his third marriage

Handout of George Soros and Tamiko Bolton are shown as they prepare to attend the reception at MoMA in New York

NEW YORK (Reuters) - George Soros, the 83-year-old billionaire investor, philanthropist and active supporter of liberal political causes, married health care and education consultant Tamiko Bolton on Saturday afternoon.
Soros and Bolton, 42, exchanged vows in a small ceremony at his Bedford, New York, estate, which Soros bought in 2003 from "Jurassic Park" author Michael Crichton. Federal judge Kimba Wood officiated at the non-denominational wedding, which was attended by members of the couple's families, including the groom's five children, a source familiar with the wedding told Reuters on Saturday.
For Soros, whose net worth is $20 billion according to Forbes, this will be his third marriage. It is Bolton's second.
Soros put a Graff wedding band on Bolton's finger during the half-hour ceremony, according to the source.
The exchange of vows will be followed by a reception, which begins at 4:30 p.m, with more than 500 guests at the Caramoor Center for Music and the Arts, the Westchester County complex known for its Italian Renaissance-inspired buildings and lush gardens.
Among the guests at the various events are World Bank President Jim Yong Kim and some foreign leaders, including Hendrik Toomas Ilves, president of Estonia; Ellen Johnson Sirleaf, president of Liberia; and Edi Rama, prime minister of Albania.
Also expected to attend are fellow titans of the hedge fund world, Paul Tudor Jones and Julian Robertson. From the U.S. political realm those invited include Minority Leader of the U.S. House of Representatives Nancy Pelosi of California and Lt. Gov. Gavin Newsom of California, both Democrats.
On Friday night, the couple held a reception for 300 guests at the Museum of Modern Art in Manhattan for a preview of the new exhibition of works by Belgian painter Rene Magritte - "Magritte: The Mystery of the Ordinary, 1926-1938."
The honeymoon plans were not immediately disclosed.
Soros, who established one of the first hedge funds in 1969 and is probably best known for famously betting against the British pound in 1992, met Bolton at a dinner party in 2008. Their engagement was announced in August 2012.
Bolton, who was raised in California, is the daughter of a nurse and a retired naval officer. She graduated from the University of Utah and holds an MBA from the University of Miami.
Bolton has been a consultant and entrepreneur working in the fields of health and education. She started an Internet-based dietary supplement and vitamin sales company, and her most recent project was advising on development of a web-based yoga education platform.
The bride's dress was designed by U.S.-based, Lebanon-born Reem Acra, whose gowns have been worn on the red carpet by many stars, including Angelina Jolie and Jennifer Lopez.
The reception on Saturday night will feature Hungarian composer and conductor Iván Fischer, a family friend, who created a new arrangement for the occasion. It will be presented with the Budapest Festival Orchestra. Also, Cape Verdean Mayra Andrade will sing with the Harris Lane Orchestra. Andrade and Roma ensemble Via Romen will perform at a Sunday brunch.
In lieu of gifts, the couple has asked that donations be made to charities including Global Witness, Harlem Children's Zone, National Dance Institute, Planned Parenthood and the Roma Education Fund.

Kim Kardashian Is Back at Work … and Decking the Halls

The 29-year-old posed for some behind-the-scenes snaps with Scott, Kendall, and Kylie.
"My spirit isn't the same unless she's near," Khloé captioned one photo with Kylie. In the picture, 16-year-old Kylie can be seen sitting on her big sister's lap in front a fireplace with stockings hanging.
Although it's not odd for Kim to be filming alongside her family, the shots from set come on the heels of reports that Kanye West's ladylove is trying to distance herself from "the Kardashian PR machine."
Case in point?
Kim recently split from her longtime publicist,! can confirm, and has hired new representation. Also, Kanye, 35, stayed far, far away from the Christmas shoot. He was spotted strolling around Paris on Wednesday.

Kim Kardashian Goes Blonde: Other Celebs’ Blonde Moments

When it comes to the Kardashians, every day is Kristmas.
Or at least it seems that way this week, with new mom Kim Kardashian back at work shooting "Keeping Up With the Kardashians," and posting few photos from the Yule-themed set.
In one shot, we get a pajama-clad Kim, 32, on her phone surrounded by a tree, wreath, and presents. The newly blond reality star captioned the pic, "#WorkDay."
She shared another photo of her and little sister Kylie Jenner titled "#SelfiesOnSet."
While Kim's baby-daddy, Kanye West, and infant daughter, North, were MIA from the released photos, Kendall Jenner, Kris Jenner, Scott Disick, and a Lamar Odom-less Khloé Kardashianwere all on hand (in PJs too, obviously) to shoot the Christmas special.
Despite her marriage turmoil behind closed doors, Khloé continued to put on a brave face on social media.

Kate Upton gives Arnold Palmer a golf lesson

You wouldn't necessarily put the two-time Sports Illustrated Swimsuit Edition cover girl and the seven-time major winner together — but the two share a common link to Pennsylvania. Upton's agent, Lisa Benson, is a Punxsutawney, Pa. native. And while growing up in the western part of the state, Benson played at Latrobe Country Club — which just happens to be Palmer's home course. Benson's father helped arrange a job interview for his daughter with IMG years ago — the company that has handled the iconic sports figure's business affairs for decades. She got the gig and eventually came to manage Upton. The model and golfer even had dinner during his tournament back in March. Now, about that tweet. The unlikely pair got together for a photo shoot in advance of the December 2013 issue of Gold Digest. The magazine released a teaser videoof the duo, complete with the 21-year-old blond offering the 84-year-old legend a putting tip.

If you thought the runway outfits were eccentric in New York, you ain't seen nothing yet. Eve Confirms that Gwen Stefani Is Pregnant:When Friends Spill Secrets

Gossiping about people is never kind. But when it’s about a friend? Really, really not cool.

Still, we all know it happens anyway — even to publicist-controlledcelebrities, as was the case this week for Gwen Stefani. During a recently recorded interview with Live Nation, her friend and artistic collaborator Eve spilled the beans on Stefani’s pregnancy, which had been reported but not yet confirmed by the mama-to-be.

“She’s preggers! She’s preggers,” Eve said after being asked if Stefani would be a surprise guest during her then-upcoming performance in New York City. She added, “I think she’s chilling.”

After the admission, as reported by TooFab and Us Weekly, tweets called the rapper out on her faux pas, calling it an “interview slip-up,” in which she “outed” her pal and “accidentally spilled the beans.” Representatives for both Stefani and Eve did not immediately respond to requests for comment.

But Eve is certainly not alone in dishing news that wasn’t hers to share. In July, the lawyer Chris Gossage admitted he was behind the revelation that pseudonymous author Robert Galbraith was actually J.K. Rowling; he told his wife’s best friend, and she posted it on Twitter. "To say that I am disappointed is an understatement,” Rowling responded

Jack Black infamously blabbed that his “Kung Fu Panda” costar Angelina Jolie was expecting twins during that film’s press tour. Beyoncé has been burned several times by those she should have been able to trust — by pal Kelly Rowland, who revealed the gender of her friend's in-utero baby at the Cosmopolitan Awards in London, and by her uncle Larry Beyince, who recently divulged personal secrets to Celebuzz. Kate Middleton was the victim of a similarly gossipy uncle, while a man claiming to be Tyler Perry’s former “best friend” told the world that he was gay.

So what compels people to reveal news that isn’t theirs to share, often stealing their friend or relative’s thunder (or causing them harm) while they’re at it?

“Celebs are no different than ordinary people in that everyone loves to gossip, to feel important, because they have the inside track on information,” Irene Levine, PhD, friendship expert, and professor of psychiatry at NYU-Langone School of Medicine, told Yahoo Shine. “Gossip — especially when it reaches the magnitude of breaking news — can enhance the status and reputation of the person who broke the news and spilled a big secret.”

In the case of Eve, Levine added, she may have simply wanted the world to know how close she and Stefani are — or else she was just super-excited about her friend’s pregnancy. “Sometimes close friends forget the boundaries between them,” she explained. “Eve may have felt so overjoyed by the news of the pregnancy that she mistakenly thought it was her secret to share, as well.”

Some individuals, noted Sherry Blake, a “therapist to the stars” in private practice in Atlanta, just can’t seem to control themselves when they have been told a secret. “I think those people are impulsive, and don’t think before they speak,” she told Yahoo Shine. “The knowledge is like something burning on the inside, and they just have to get it out. Then, when they do, they’re regretful.”

Though these issues are human, she added, “I think they’re more pronounced when talking aboutcelebrities, because so many celebrities would like to be in control of their privacy.” When stars have big news — especially pregnancy, which may affect things like contracts to stay in shape and the amount of physical scrutiny they’ll receive from the media — they will often want to wait as long as possible before disclosing, Blake said, adding, “They’re already under enough scrutiny, and don’t need that extra pressure.”

Her advice to blabbers is, simply, “Stop and think before you talk.” And to the friends of those who can’t keep secrets? “I think that before you even consider telling something to this person, you need to have an honest conversation,” Blake suggested. “Say, ‘I have a hard time sharing information with you because you can’t keep a secret, and it’s disappointing and painful when you share information about me. So if I don’t tell you something, don’t take it personally.”

Might want to take note of that, Gwen.

Kate Middleton, Prince William Did Not Meet at St

Kate Middleton, Prince William Did Not Meet at St. Andrews as Believed, Biographer Katie Nicholl Reveals

Everyone thinks they know the story of howKate Middleton and Prince William fell in love: They met at St. Andrews University, became friends and, later, roommates, and then started dating. But that's not actually how it happened, royal biographer and Vanity Fair contributorKatie Nicholl divulges in her new book, Kate: The Future Queen.
In fact, Nicholl says, the Duke and Duchess actually crossed paths long before they enrolled at St. Andrews University in 2001. Speaking about her discovery in an interview with Katie Couric on the Sept. 17 episode of Katie, Nicholl revealed that she talked with some of Middleton's pals, who shared the story of how the brunette beauty really met her prince.
"This was really fascinating for me," Nicholl told Couric. "I was speaking to some of her friends at Marlborough School, which was where she went before St. Andrews, and they said, 'Uh uh, she didn't meet him at St. Andrews. She met him before she got there...through some of her friends. They knew Prince William and Prince Harry.'"
She continued, "So there was an early meeting. And that for me changed everything."
It's especially interesting, Nicholl says, given Middleton's last-minute change-of-heart about school. She reports in her book that the future Duchess of Cambridge originally wanted to attend Edinburgh, not St. Andrews. After getting her Edinburgh acceptance letter, though, she made the sudden decision to drop her place, take a gap year, and reapply to St. Andrews.
"It was a big risk -- applicants to St. Andrews had shot up by nearly 50 percent when the Palace announced that Prince William was going there," Nicholl writes in her book.
Middleton got in, of course. And the rest, as they say, is history. She and William married in 2011 and welcomed their first child, Prince George, in July.

Brad Pitt hasn't walked down the aisle just yet but he's certainly crashing nuptials.
The A-list actor, who's in Buckinghamshire filming Fury at Pinewood Studios, crashed the wedding of Abi, 28, and Daniel Lingwood, 41, over the weekend, per the request of the couple. The newlyweds and Pitt were at the Stoke Park hotel, and, according to the Maidenhead Advertiser, the two ran into the 49-year-old actor on their special day.
The bride and groom convinced Pitt to snap a quick pic. "My husband said to me Brad Pitt was at the bar and you have got to come with me so he dragged me across the hotel," Abi told the paper. "I thought he was joking."
As for the actor's reaction when they requested a photo. "He said sure, no problem and said congratulations and I hope you have had a great day and lets have a picture," the bride recalled. "And he said I looked nice. He was really nice."

Lindsay Lohan: New Life, New Man?

Matt Nordgren and Lindsay Lohan

Lindsay Lohan has always been a sucker for a ladies' man.
Rumor has it that, post-rehab, the actress who counts Wilmer Valderrama, Jared Leto, and restaurateur Harry Morton among her exes, has cozied up to reality star Matt Nordgren, from Bravo's "Most Eligible Dallas." Nordgren is a 30-year-old entrepreneur from Texas, whose resume includes years working as a partner in the family energy business, starting his own spin-off consulting firm, and founding an organization to help inner-city youth.
While he sounds perfect on paper, people who caught the short-lived 2011 show will remember that Nordgren wasn't the most loyal boyfriend. Even his official bio for the show described him as someone who's "often seen with a different girl on his arm" and "definitely plays the field."

Sources tell the New York Post's Page Sixthat Nordgren, who's romanced "The Bachelor's" Vienna Girardi and "The Hills" alum Audrina Patridge, is now telling people that he's dating Lindsay.
Lohan's rep declined to comment on the star's personal life.
However, the former University of Texas football player has dished that he and 27-year-old Lindsay, who met seven years ago through mutual friends, are strictly platonic.
"We've hung out," he said. "But I have been a friend trying to support her for many years now."
Nordgren added that since leaving treatment in July, Lohan has stayed clean.
"She's completely sober for months now," Nordgren noted. "She's in a great place, she's thinking clear and working hard and meeting with all the right people."

Washington, 36, headed a list of style icons that included Academy Award-winner Jennifer Lawrence, singer-songwriter Solange Knowles and actresses Jenna Dewan-Tatum and Kate Bosworth.
"I don't wear a lot of pants," Washington said in a statement announcing the honor. "When I go somewhere I want to know I'm going to be comfortable and I'm dressed for the event."
People magazine Executive Editor Elizabeth Sporkin praised Washington for her fashion sense.
"There has been a trend this year in lady-like fashion and I think she is almost single-handedly responsible for it," Sporkin said in an interview.
Although Washington nabbed the best dressed title, Lawrence, the winner of this year's best actress Oscar for "Silver Linings Playbook" was cited as having the best high fashion style, and actress Jessica Chastain, the star of 2012's "Zero Dark Thirty" had the best red carpet style, according to People.
Solange Knowles got top marks for style risk-taking and confidence.
"She really does push the envelope," said Sporkin. "No one else would even think of putting together the looks she wears. She always pulls it off."
"Avatar" actress Zoe Saldana had the best denim style and actress Lily Collins was named the best for up-and-coming style.
The celebrity magazine compiled the list after getting input from its editors, its 42 million readers and fashion directors and bloggers.
Along with selecting the best dressed women, the magazine also looked back at fashion mistakes, citing actress Sarah Jessica Parker's haute punk mohawk headdress by designer Philip Treacy at the Met Ball in New York and first lady Michelle Obama's bangs, which she has recently grown out.
Actress Gwyneth Paltrow was named best dressed last year.
The full list can be seen online at www.people.com/bestdressed and a special double issue of the magazine with the best and worst dressed of 2013 will be on newsstands on Friday.
